Some refuse directly, some give a detailed explanation in a not-so-layman's language ..some sanction a meagre amount purposely - a amount which wouldn't fulfill the purpose, pay the bloody pimp his commission, etc, etc.
I strongly remember a bengali quote: Tela mathay tel dewa which means putting oil on a persons head whose head is already oiled.
The Banks & Financial Institutions are there for the rich (who is already rich). They are not willing to take risk but then everyone is not a defaulter. There are people who need the loan and can pay back also!
Maybe they are correct on their part as business is their sole aim and not service.
